Police were called to the fire at 4 p.m. at 23 Avenue E, at a friend's home where Delcid had spent the night.
The friend's wife explained to police that Delcid started a fire about 10 feet from the home, and because so much smoke was coming in through the basement door, she believed it was on fire.
The woman told police that Delcid has been talking about the Bible and God nonstop, believes there have been demons in the house and thinks he has banished them to the garage. She said Delcid burned the hats to drive the demons away.
